Israel, like many other countries, has been undergoing changes in recent years with respect to centers of power and activity. These changes are manifested in part in a redistribution of powers and responsibilities between the local and central government. The region, which is somewhere in between the two, is also affected by these changes. Its character and the model on which it is based may have a profound impact on the entire future picture of government. This study surveys the structure and characteristics of district government in Israel, the processes that affect it, and alternatives to the district government structure. The study serves as a basis for discussion on the subject of regional administration: models and mechanisms.
