Description: The aim of the program is to train a group of leaders who will work towards a vision and are committed to acting—on the job and elsewhere—on behalf of the welfare of the city and its inhabitants. The program gives participants a new perspective on their jobs and their working environment, while creating an atmosphere that will enable them, individually and as a group, to develop their personal and collective visions and to enhance and improve their ability to cultivate these visions. It will also help them develop practical programs, each in his or her line of work or collectively. |

This is a two-year program. The first year is spent mainly on studying theory and developing a vision and general avenues for action. The second year is devoted to planning and implementing the programs designed by the participants.

The program participants were selected from among numerous applicants who answered an advertisement and satisfied the entrance requirements, after an admissions workshop conducted by a joint committee of the Mandel Center and the Municipality of Netivot.

Subject matter: The program addresses societal, political, and spatial issues. Participants learn about cities like Netivot, explore the special needs of the town in the present and in the future, and clarify their professional identity, while shaping their personal/professional visions and developing practical programs in diverse fields. |
