Description This program was created for agents of change in the localities of the Abu Basma Regional Council, in cooperation with the Negev Institute for Strategies of Peace and Development (NISPED) and its Arab-Jewish Center for Equality, Empowerment, and Cooperation (AJEEC). The program was based on the realization that the transition from a protracted struggle for the development of local infrastructure and services to a process of obtaining recognition requires new knowledge and skills. Building and developing the locality requires the formation of teams that, working efficiently, will devise a local vision and implement it - based on the involvement of residents and the promotion of solidarity among the entire population. |

Program content The program addressed issues suh as the challenges of change in Bedouin society in the Negev; development of a mission statement for the community and locality; leadership models; planning models; policymaking methods; and public administration and government. The participants worked on setting local social policy and formulating a work plan for developing the locality with respect to formal and informal education. |
Outcome
A plan for creating the foundations for an informal education system in the participants’ four villages; providing assistance and guidance to the participants.
